The first place can be filled in 7 ways as 0 cannot be the first number.

Since repetition is not allowed remaining places can be filled in 7, 6, 5, 4, 3 ways respectively.

Hence the number of six digit numbers that can be formed without repetition

= 7 × 7 × 6 × 5 × 4 × 3

= 17640
